我觉得这本册子的前言应该由遵义市工商局局长穆旭先生来写。但据“12315”的朋友说,穆局长认为“12315”是消费者的,应该找一个消费者来写,“12315”在我市已经运行十年,好啊,歹啊,由消费者来说话,庶几更为真实可靠。
I think that the preface of this booklet should be written by Mr. Muxu, Secretary for Trade and Industry of Zunyi.However, Mr. Muxu insists that “12315” belongs to customer and it has been operated for 10 years, the booklet should be written by a customer of “12315”, because the consumers are more realistic and reliable, according to a friend.
那么,作为一个消费者,我最终又是不能够推辞的。
So as a consumer, I can’t postpone writing this booklet.
谁也想不到,这些像蚂蚁一样的阿拉伯数字会在当代社会对我们的生活和工作产生如此巨大的影响。尽管这些数字其实不过就是几个电话号码,或者几个日期,但它们负载的含义却牵涉我们千家万户。
No one can imagine, these Arabic numerals, as small as ants, have greatly influenced our daily life and work in this modern society. Although these numerals are just several phone numbers, the implications of their load is related to our millions of household.
随着改革开放的到来,东西方文化的碰撞与交融,2月 14日的情人节、12月 25日的圣诞节,这些神奇的阿拉伯数字被稍稍有一点常识的中国人记住,并过得跟自己的节日一样火爆。
With the advent of reform and opening up, exchanging and colliding of western and eastern culture, these magic numerals, such as 14th September (Valentine’s Day) and 25th December (Christmas), be kept in the mind and celebrated by Chinese people.
而随着文明的进步,物质生活的提高,电话的普及和运用,“119、114、110、120”它们所代表的含义,几乎每一个中国人都耳熟能详。这些特殊的数字,事实上就与我们伴随,成了我们工作和生活的重要桥梁。
With the improvement of modern civilization, advancing of living quality as well as the popularization and application of telephone, every Chinese familiar with the meaning of “119,114,110,120”. In fact, these kinds of special figures, accompanying us, become an important bridge of our life and work.
而“12315”出现在我们身边,则非同寻常,可以说具有一种划时代的意义。众所周知,计划经济时代是没有消费一说的。消费这个概念,几乎是浪费的同义词。Extraordinarily, the appearance of “12315” has an epoch-making significance. As we all know, there is no consumption in the era of planned economy. The concept of consumption is almost a waste of synonyms.
而消费者,则毫无疑问是劳动人民的死敌,属于革命的对象。政治烙印所形成的畸形的生活观念,影响中国人的生活方式几十年。
Undoubtedly, consumers are the enemy of the working people and belong to the revolutionary. The distorted view of life formed from political imprint has influenced the Chinese people’s lifestyle for decades.
以穷为荣,以苦为乐,严重扭曲人性,泯灭人们追求美好生活的理想。
The concept of ‘be proud of the poor, be happy with suffering ’has seriously distorted the human nature and vanished the people’s ideal for pursuing a better life.
在这种背景下,有的人穿一件新衣裳,还必须在上面装模作样地打两个补丁,有的人家饭桌上有一碗肉,也还要关起门来才能够享用,既荒诞不经,又让人啼笑皆非。Living in this circumstance, people have to pretend they are poor, making a few patches on their new clothes and even hiding home to avoid be noticed by the neighbors when they have meat for dinner. That is so absurd and ridiculous.
只有市场经济的到来,人们才找回了消费的真正含义, 也才确立了消费者“上帝”的真正的地位。这场看似经济领域的革命,其实也极大地解放了人性,使人这个世界上最高级的动物回归到了本来面目。
It was not until the advent of the market economy that people found the true meaning of consumption and established the God status of the consumer. This seemingly economic revolution has in fact greatly liberated humanity and brought the world's most advanced animals back to their true colors.
有些回忆是耐人寻味的。仔细推算一下,“12315”的建立 ,其时正是我国加入 WTO长达十五年的马拉松谈判进入关键时期。

WTO是什么 ?世界贸易组织的英文缩写 ,一个有规则的大市场。谈判为什么如此艰难?这之间除了国家利益的权衡,难道就没有文化上的冲突!
WTO, the English abbreviation of the World Trade Organization, is a large market with rules. Why is the negotiation so difficult? Is there no cultural conflict besides the balance of national interests?
比如从计划经济向市场经济转型的过程中,我们很多地方曾经在“初级阶段”的幌子下,以追求经济效益为唯一目的,而忽视秩序的建立。
In the process of transition from a planned economy to a market economy, we were misguided by the “primary stage” in many aspects, pursuing economic benefits as a unique purpose and neglecting the establishment of order.
这种秩序不仅是人与人的,也是人与环境的、人与社会的。所以真正的市场经济,应该是一种法制经济,讲究良性循环的协调性,讲究可持续发展的科学性。
This kind of order is not only between people but between people and environment as well as society. Therefore, the real market economy should be a legal economy, pay attention to the coordination of a virtuous circle and the scientific nature of sustainable development.
从这个角度看,以消费者权益保护为主题的“12315”真有应运而生的意味。它是不是我们在艰难的 WTO的谈判过程中产生出来的一种觉悟呢?
From this perspective, the "12315" with the theme of consumer protection is really meaningful. Is it a kind of enlightenment that we produced during the difficult WTO negotiations?
事实上,“12315”运行几年后,中国人成功走上了 WTO这个世界经济的大舞台。也许,这样的理解有一点牵强。但“12315”的成功运行,至少表明了中国人建立市场经济秩序的姿态,这一点是毫无疑义的。
Actually, after running “12315” for several years, Chinese have successfully embarked on the WTO, the big stage of the world economy. Perhaps this prospect is unreasonable. However, the successful operation of “12315” has proved the attitude of Chinese to establish a market economic. That is undoubted.
现在,遵义“12315”在建立和运行十年后,要出这么一本册子,我觉得很有意义。我粗略统计一下,这十年来,遵义“12315”平均每个月接到的投诉电话六百来个。而每一个电话都意味着矛盾和纠纷,这都要“12315”一一去消化,有的甚至还要通过打官司才能够得到解决。
Now, I think it makes sense to publish such a booklet after Zunyi “12315” has been established and run for ten years. I have a rough statistic, in the past ten years, Zunyi “12315” received an average of six hundred complaints per month, and every call means contradictions and disputes, which all need to be solved by “12315” and some even have to be solved through a lawsuit.
简单相加,遵义“12315”运行到现在,面对的扯皮事情应该说有六万多件,这可是一个惊人的数字。
Simply add, Zunyi “12315” runs until now, faced with more than 60,000 contradictions, which is an amazing number.
这本册子选了一些典型案例,让人能够管中窥豹,真正看见“12315”艰难的足迹。这本册子选的有关法律法规,使每一个消费者拿在手中,非常方便。
This booklet collected some typical cases, allowing readers to know more about the tough track of “12315”. It also recovered relevant laws and regulations, making it easy to use for every consumer.
这本册子还选了遵义“12315”运行的一些文件资料,真实而透明,可以说是与消费者的一种真诚而平等的沟通。

这本册子的印行,不是纪念,也不是庆祝,我觉得它应该是回顾与总结。不单是遵义“12315”的回顾与总结,而且是我们遵义消费者的回顾与总结,我们遵义市场经济秩序的一次回眸、一个概览。

The Impulsion in the Loneliness
写作的过程是寂寞中的一种冲动。仔细想来,出书的情形未尝不是如此。
The procedure of writing is a kind of Loneliness. Carefully thinking, it is the same with the situation of publishing a book.
科学家说过,时间是空间的扭曲。从这个角度来说,当年发生在这片土地上的两个重大事件:
Scientists said that time is the distortion of space. From this perception, the two significant events occurred in this field in the old days:
一是被迫长征的红军在经历遵义会议后,命运发生了根本性的转折,从而奠定了中国革命的成功;
one is that the Red Army forced to long march after the Zunyi Conference, which was an important turning point in Chinese revolution, so the fate of China has undergone a fundamental turning point, which is the foundation for the success of Chinese revolution.
一是抗战期间,被称为“东方剑桥”的浙江大学历尽艰难西迁到遵义办学。“武”也好,“文”也罢,两种长征在遵义都找到了一个“眼”,或者说找到了“感觉”。
The other one is that Zhejiang University, regarded as “the Cambridge of East”, has gone through hardships to move to Zunyi, the east of China. Whether from the aspects of “culture” or “military”, both of the long marches have found their own “eyes”, or “feelings”, in Zunyi.
而七十年过去,弹指一挥间,也只是诗人的情怀。很多人的心目中,这七十年却一点也不轻松。
However, seventy years have passed, time is just a faith of poets. In many people’s eyes, these seventy years is really a tough time.
他们生命的记忆里,城市是一点一点地被改变的,伴着风雨和阳光、欢乐与忧伤,一直到今天。
In the memory of their life, cities are gradually changed with wind, rains, and sun as well as pleasure and sadness until now.
但在一样的名义下面,这座城市就像咬破茧皮的蝴蝶飞了起来,仿佛越来越年轻,越来越有活力,而他们却衰老了,不可逆转地衰老了。
But under the same name, the city flies like butterfly biting suede, it seems to be getting younger and more energetic, but they are aging and irreversibly aging.
这就是时间,只有看见物质的变化,我们才可能琢磨它的存在。这就是历史,只有经过记忆的沉淀,成为生命的感觉,我们才意识到它其实是一种文化。
This is time, only by seeing the changing of material can we think of its existence. This is history, only by going through the sediment of memory becomes a feeling of life, we realize that it is actually a culture.
因为一种文化的照应,我们在寂寞中觉醒,下决心出这样一套丛书。
Because of a cultural correspondence, we woke up from Loneliness and decided to publish these kinds of books.
贵州三件宝:一幢楼,一瓶酒,一棵树。遵义得天独厚,占了两件宝。
There are three treasures in Guizhou, a building, a bottle of wine, a tree. God blessing, Zunyi has two of them.
黄果树瀑布算物质文化遗产,而遵义会议会址也是物质文化遗产,除此之外,国酒茅台的酿造工艺,却是非物质文化遗产。
Huangguoshu waterfalls (one of the National 5A Grade scenic spots in China and rated as one of China’s major scenic spots by the State Council of People’s Republic of China) and Zunyi Conference Site are the tangible cultural heritages. Besides, the national brewing wine, Maotai, is the intangible cultural heritage.
因为这两件宝,国家首批公布的二十四个历史文化名城,遵义就被列了进去。作为遵义人,尤其遵义文化人,这其实就是一种“福”。
Because of the two treasures, Zunyi is regarded as the first batch of twenty-four historical and cultural cities announced by the state. As a local person of Zunyi, especially a local scholar, this is a kind of blessing.
人终究是文化的动物,上苍让我们身居这样一个地方,并做文化的传承,这不是福是什么?
Human are the cultural animals, God arranged us to live in such a place and to become a carrier of culture, this is a blessing.
尽管我们也有迷误,甚至有时候也会做一些数典忘祖的事情,但最终,我们会对遵义这座历史文化名城的文化精神有自己的领悟。
Sometimes we will be confused and ignore the history of our country, but finally, we will understand the cultural spirit of the historical and cultural city, Zunyi.
用出版一套丛书的方式来对 “武”和“文”的长征纪念,对正在进行的文化建设添砖加瓦,对现有的文学成果,哪怕挂一漏万,来一个检视和回顾,就是这种领悟的选择。
Commemorating the long march of “culture” and “military”, adding bricks and tiles (making more contribution) to the cultural construction, and inspecting and reviewing the existing Literature by publishing a series of books are the results of understanding.
《遵义文丛 ·第一辑》有十一种共十三本书。
There are totally thirteen books of eleven types in Zunyi Essay· the first Series.
个人著作有八种。其中 “沙滩文化”代表人物之一郑珍当年编纂的《荔波县志》稿,在遵义市政协支持下,也纳入了丛书。
There are eight types of the individual works, including the draft of The Record of Libo County, written by Zhenzhen, one of the representatives of “Beach Culture” (representative culture of Chinese feudal agricultural society) and supported by Zunyi government.
“沙滩文化”始终是黔北文化发展的一个坐标。郑珍著作的收录,使丛书显出了应有的大气。另外七种个人选本的作者有记者、警察、城管干部、税务和医务工作者,还有自由撰稿人。
“Beach culture"(representative culture of Chinese Feudal Society) has always been a coordinate of the development of Qianbei culture (The north of Guizhou province).
赵尔庆、王世君夫妻是贵州省作家协会会员,多年从事文学创作。年初,尔庆兄在与病魔抗争二十多年后倒在病床上。
The couple, Zhao Erqing and Wang Shijun, is the member of the Guizhou Author Association. They have been engaged in creating literature for many years. At the beginning of the year, Mr. Zhao was stuck on bed in hospital after fighting for illness for many years.
住了医院,夫妻俩才想到出一本集子。我们紧赶慢赶,但尔庆兄在冬天到来的时候还是离我们而去,没有能够看见书的出版,这是我们大家的遗憾。
The couple came up with an idea of writing a series books. We struggle with time,but what made us regret is that Mr.Zhao left us when winter arrived, and he couldn’t see the publication of this book.
刘晓静的《打开春天》有散文,有报告文学,也有小说。体例虽然有差别,却丝毫也掩藏不住一个基层女警官的侠骨柔情。
There are proses, reportages and fictions in Open the Summer written by Liu Xiaojing , but her chivalrous disposition as a policewoman doing basic work reflected in her essay cannot be remained under cover in her various writing styles.
性情率真的刘凤英发表在网络上的文章可能比发表在报刊上的文章还要多。她把一沓文稿交给出版社的时候,还附上几十张照片,照片为阅读多提供一个角度,成了这本书必不可少的内容。
With the sincere character, the essays posted on the internet by Liu Fengying are more than those on newspaper. When she handed in the manuscripts to the publisher, she also attached dozens of photos, which provided an extra angle for reading and became an indispensable part of the book.
子力的《子力诗选》也在书的前面配了不少照片。诗人不仅用诗句,也用照片表达对生活的热爱,这是读图时代为这套丛书留下来的一个痕迹。
There are lots of photos attached on Selected Poems of Zili by Zili either. The poet expressed their life passion by verses and photos. This is one of the traces left by this series of books in the era of photo reading.
许玲溢的《裸魂》也配了一些图,但不是照片,而是她的画。除了文字,她显然与这个世界多了一种交流。
There are some photos attached in naked Spirit by Xu Lingyi, actually, it isn’t photos but some pictures draw by her. In addition to the text, she communicates with the world with a new way.
杨家鸣快人快语,写文章也快。我们的印象中,她第一本散文集出来没有两年,而这第二本散文集又要出来了。准确地说,她是一个行吟诗人,总不停地转动,才会有感觉。
Yang Jiamin is a forthright person with fast writing skill. In our impression, her first collection of essays had not been completed for two years, and the second was about to be completed. Actually, she is a poet who never stops walking, which keeps her inspirations.
船夫的诗始终有一种追问,这有一点像他的人,总有一种躁动。当然,这种躁动伴随无穷无尽的想法。
The poems by Chuanfu always were questioning,just like him, there are always restlessness. Of course, this kind of restlessness is accompanied by endless thoughts.
船夫是出了集子的,而这一本集子,用他自己的话来说,最系统,也最认真,这应该是他的诗的一个总结,至少是他的诗的一个阶段的总结。
He had published a series of books, but this one, in his own words, is the most systematic and serious work, which is a conclusion of his poems, at least a conclusion of the one of his poems.
遵义市作家协会编三种书,共五个选本。
Zunyi Author Association has compiled three types of books, including five selected works.
《黔北作家七十年》是请老作家石永言担纲主编的。所谓七十年,如前所述,是一种照应。而作品发表的时间,先一点,后一点,却并没有严格的约束。
As the Author of Qianbei for Seventy Years was mainly written by the senior author, Shi Yongyan. Seventy years, as mentioned earlier, is a kind of coordination. There are no serious restrictions on the time of publication of the work.
另外,中国人喜欢整数,认为整数吉利和圆满。因此,我们也难脱窠臼,搭纪念 “武”与“文”两个长征的顺风船,寄托对黔北文学的一点愿望。
Furthermore, Chinese people like integer, which is considered auspicious and reunion in China. Therefore, it is difficult for us to throw off those conventions, only by getting a ride of commemorating the two long marches of “culture” and “military” to repose our wishes toward the literature of Qianbei (the north of Guizhou).
《仡佬族作家小说选》一书,我们聘请著名学者曾祥铣先生主编。仡佬族是贵州省独有民族,遵义是仡佬族人的大本营。
The Selected Fictions of Gelao Ethnic Group was mainly written by the popular scholar, Mr. Zeng Xiangxian. Gelao ethnic group (one of the 56 ethnic groups officially recognized by the People's Republic of China) is a special group of Guizhou province, and Zunyi is the central area of this special group.
显而易见,遵义除了长征文化、茅台文化、沙滩文化,以仡佬族为主的少数民族文化也是黔北文化的一个重要组成部分。
Obviously, in addition to Long March culture, Maotai culture and Beach culture, the minority culture in Zunyi is also an important part of Qianbei culture.
这些年,如果仅从少数民族文学创作来说,仡佬族作家的小说创作在各个兄弟民族中是不落后的,这从仡佬族作家的获奖情况及作品发表和出版的情况就可以看出来。仡佬族作家的小说能够收在一起成为一个集子,不仅彰显仡佬族文化,也为中国少数民族文学的繁荣做了一项重要的工作。
In recent years, the works by authors of Gelao ethnic group are more advanced than other ethnic groups from the aspect of literary creation; it can be proved by the awards and publication of them.
《遵义新世纪文学作品选》分小说卷、散文卷、诗歌卷。小说卷由黄天舜先生主编,散文卷由贺黎明先生主编,诗歌卷由林茂前先生主编。
The Selected Literature of New Age of Zunyi was divided into three parts, novel volume, prose volume and poetry volume. The novel volume was mainly written by Mr. Huang Tianshun, the prose volume was mainly written by Mr. He Liming, and the poetry volume was mainly written by Mr. Lin Maoqian.
他们三位身居要职,却都兼着遵义市作家协会副主席。新千年,新世纪,农耕文明背景产生的中国传统文化在后工业文明背景产生的现代西方文化的冲击下,正面临考验。The three of them are both in the important positions and the vice president of Zunyi Author Association. In the new era, Chinese traditional culture formed in the background of farming civilizations is confronting a test under the impact of modern western culture generated in the background of post-industrial civilizations.
只有改造和创新,形成新的文化高地,才能立于不败之地。
Only by rebuilding and recreating a new place for culture can we become more powerful? The demise of the culture actually means the demise of a country or a nation.
一个国家的消亡,一个民族的消亡,其实首先是文化的消亡。推及一个地区,黔北文化面对未来,也必须有一种扬弃和吸纳的气度,并通过整合,在新的时代形成新的文化特质,也才能够在经济建设和社会发展中形成良性循环。
It is as same as a region, in the front of future, we have to keep an attitude of discarding dross and absorbing essence, collecting all of the cultures to form a new cultural trait in the new era as well as producing a positive cycle in constructing economic and developing society.
从这个意义上说,这几本小书醒示的意义远远超越其选集的含义。我们呼唤新人。最终,我们希望黔北文化以一种新的形象站立起来。
From this respect, the meanings of this book are far more than that of selecting work. We are appealing to the new generation. Finally, we hope that the Qianbei culture will have a new image.
万事开头难。《遵义文丛 ·第一辑》因为开头,经验不足,人手有限,还有一些不尽如人意的地方。但既然开了头,我们就有理由相信,接下来的《遵义文丛》会逐步克服这些不足,臻于完善,越出越好。
Everything is difficult at the beginning. Because of the beginning, there isn’t everything perfect in Zunyi essay-the first series as the lack of experiences and manpower. But since it started, we have reason to believe that Zunyi essay will overcome these shortcomings and be perfect.
